The implementation plan review meeting for the National Key R&D Program project "Underwater Disaster Information Perception and Emergency Command and Communication Equipment" led by Harbin Engineering University was successfully held.

On March 2, 2024, the National Key research and development plan "Major Natural Disaster Prevention and Control and public safety" key special "Underwater Disaster Information perception and emergency command communication equipment" project implementation plan demonstration meeting was held in Harbin Engineering University.

Project consulting experts Professor Hu Yanzhu from Beijing University of Posts and Telecommunications, Researcher Shang Hong from China Earthquake Emergency Search and Rescue Center, Researcher Luo Xiubo from Shanghai Zhu Guangya Institute of Strategic Science and Technology, Researcher Ma Yi from the First Institute of Oceanography of the Ministry of Natural Resources, Professor Chen Huifang from Zhejiang University, Professor Zhang Xuping from Nanjing University, Director Lian Jing from the 49th Institute of China Electronics Technology Group, and China Agenda 21 Management Center project director Peng Xueting (online), Harbin Engineering University Science and Technology Research Institute deputy director Zhang Haipeng and various project leaders, project leaders and research backbone, a total of more than 20 people attended the meeting, the opening ceremony was presided over by Deputy director Zhang Haipeng.

In his speech, Zhang Haipeng expressed his sincere thanks to the China Agenda 21 Management Center, project consulting experts and project team members for their strong support to the development and construction of the university. The university attaches great importance to the organization and implementation of the project, the implementation of the responsibility system of legal entities, and the service guarantee work. It is hoped that all experts will fully demonstrate and provide valuable suggestions for the implementation of the project.

Peng Xueting, the project manager, introduced the special background and task deployment of "Major natural Disaster Prevention and Control and public safety", focusing on the specific requirements of the project organization and implementation process, project approval stage, process management, comprehensive performance evaluation and scientific research integrity and supervision in the project management process

The meeting first carried out the appointment ceremony of project consulting experts. Project leader Professor Qiao Gang from Harbin Engineering University, project leader Professor Ma Lu from Harbin Engineering University, Associate Professor Sun Zongxin from Harbin Engineering University, Associate researcher Chen Deshan from Wuhan University of Technology, Associate researcher Hu Yu from Beijing Information Science and Technology University, and Researcher Wang Jun from the Big Data Center of the Department of Emergency Management respectively reported the implementation plan of the project and Project 1 to Project 5 in detail. The expert group fully discussed the technical route, research program, demonstration plan and schedule of the project and each subject, put forward specific suggestions for modification and improvement, further clarified the direction for the implementation of the project, and put forward ardent hopes for the project.

The key projects of the National key research and development Program "Major Natural Disaster Prevention and Control and Public Safety" carry out basic research, technical research, equipment development and application demonstration in major natural disaster monitoring and risk prevention and control, production safety risk monitoring and accident prevention and control, and disposal rescue equipment and comprehensive support technology. "Underwater Disaster Information Perception and Emergency command communication equipment" project for underwater emergency rescue, the establishment of underwater emergency rescue standardized decision-making command system, the project expected research results will support the upgrading of China's underwater emergency rescue equipment industry.
